Home team pays for the referee costs.  Regular Season Games allowed with only one patch referee only if both coaches agree to use a second, trained referee. Teams must immediately contact Bernard Bowen, 917-282-1936 when only 1 referee appears. NO PLAYOFF GAME WILL BE PLAYED WITH ONLY 1 patch referee.

Possession

After initial jump ball to start game, alternating possession.  Overtime starts with jump ball.

Time outs

(3) Full time outs per game & (1) 30-second time out per half.  No carry-over of 30-second time out into second half.

(1) Full time out per overtime period with no carry-overs of unused regulation timeouts into overtime.  No carry over of OT timeouts into subsequent OT’s.

Free Throws

Bonus Free Throws: Girls Division:  Five fouls per quarter and a team is awarded two free throws on teams 5th team foul.

Boys Division: 1 and 1 bonus on the 7th team foul,   Double bonus on the 10th team foul. 

Free Throw Line:  4th grade division: Player shoots from the regular line but can step on the line or come over on the release. 5th grade division shoots from the regular foul line.

Enter the Lane:     Girls - In the lane on release      Boys – In the lane on release     

Players at the Lane:   A maximum of six players (four opponents and two teammates of the free thrower) shall be permitted at the lane.

                                      Note - The two lane spaces closest to the end line shall remain open for all divisions beginning in the 5th grade. 

Technical &

Flagrant Fouls

Results in two free throws and loss of possession. Ejection from game upon 2nd technical or flagrant foul.  Referee may determine that first flagrant foul is sufficient to eject player from game.  Both technical and flagrant fouls against a player are considered personal fouls.  If a coach wants clarification on a technical foul, the referee should bring both coaches together to explain without a time-out being called since it is a dead ball on the technical foul call. Any player or coach ejected from the game is automatically suspended from participating in the next scheduled TCBL league game.

 

Talking to the referee before, during or after a game: If you wish to address the referee during the game, do so at a dead ball only. Be neutral and courteous. Do not stand on the court. Foul language will not be tolerated. Halftime is an appropriate time to approach the referee with any questions or concerns. Parents are not to approach the referee before, during or after the game. Parents are to express their concerns to the coach, who will notify the program director. If appropriate, the coach/program director will contact Bernard Bowen and Russ Hoffman and express the programs concerns.  Coaches are to conduct themselves according to the TCBL Code of Conduct. The referees are allowed to stop the game, issue a warning and if necessary, ask the coach to leave

 

Cancellation Policy

Games must be played as scheduled except for cancellations due to bad weather or unexpected school or facility closings.  Any other cancellation will result in a forfeit by the canceling team.

   
                           

Note regarding Facilities   All home teams should provide: Basket height to be 10 feet for all age groups, visible game clock, visible scoreboard, adequate lighting, good floor surface, baskets and nets in good condition, three point line as appropriate, and seats for players & coaches.  Home team must provide official scorebook, scorekeeper table and chairs – preferably at mid-court.  Facilities must meet all applicable safety codes.  Home team is responsible for keeping a copy of the Game Rules and Code of Conduct attached to their scorebook and reviewing both with the referees before each game.
